| 内容記述 | The problems concerning the municipal basic plan for handicapped person are discussed through the practical work at one model city. From the results the followings are pointed. 1) There are some local services for handicapped persons which can't be served by one city. It is needed that the prefecture make the inter-city cooperation system to provide such local services. 2) It is needed to make the cooperation system between the city government and local groups of handicapped persons and NPO groups as soon as possible. And it is important to make the partnership between them as can share the future vision about the local welfare services for handicapped persons. 3) To make the top-down system which checks whether all sections of the city administration continue to make effort for achieving the plan. And it is needed to make organization in the city to check whether any plan of the city take into consideration about the handicapped. 4) Follow-up and assessment of the basic plan would be effective to maintain the attention to the plan. But at the model city, there are many problems to assess the plan. We need to develop a method of effective assessment from now on. | |||||||||||
