Firstly, this paper aims at following the discussions about the aid policies at the Development Assistance Committee (DAC) of OECD and also clarifying how these discussions have influenced the actual aid policies for Latin-American countries. Especially, some conceptual changes ("sustainable development", "participatory development" concept, etc.,) are analyzed focusly, which had adapted in the aid policies in developing countries in the 1990s. Secondly, this paper also attempts to detail the new orientations on development co-operation towards the Latin-American countries and to analyze the new circumstances how these decisions were made. Among these orientations, I think two elements are very important, one is economic liberaisation linkaged with U.
