For example, the Tsukuba Gakuen which is a facility for an intellectual handicapped children, established by Toyoshiro OKANO was coping with the intellectual handicapped children who committed the wrongdoing act which a ordinary boy protection organization cannot cope with. Consequently, the source of revenue of the Tsukuba Gakuen is stabilized. The Tsukuba Gakuen became a facility for the intellectual handicapped children with peculiarity. Now, welfare needs are diversified increasingly. In another way, it is required that the original practice which is independent of the existing welfare system.
