 note = {This article is a report of the passage of the construction of the system of the care in a certain municipality at the early stage for the preschoolers with handicaps. We have worked for five years as a consultant to help the construction of the system. We advised for the construction of the system of care and had proposed from the standpoint where the individualized education program was promoted. Especially, some methods of the assessment, some investigations, and some recording methods necessary for the care have been offered. As a result, the individualized education programs came to be made on business of this municipality, and the care based on the individualized education Program came to be executed. However, the following points were pointed out as a problem in the future though a constant improvement was shown about the entire system.
